What Is Meta Business Agent? Pricing, Limits and When You Need More
Meta Business Agent is the AI agent Meta built into WhatsApp, Messenger and Instagram. It is free up to an allowance in the WhatsApp Business app, and costs $2 per million tokens (about 4 to 5 cents a message) on the WhatsApp Business Platform. This guide covers what it can do, how the pricing works, the businesses it excludes and the signs you need something more.
Meta Business Agent is the AI agent Meta built for business conversations on WhatsApp, Messenger and Instagram. Meta launched it globally on 3 June 2026 and says more than one million businesses already use it.
It comes in two versions. Small businesses switch it on inside the WhatsApp Business app, free up to a monthly allowance. Larger ones build on the Meta Business Agent Platform, which runs on the WhatsApp Cloud API and costs $2.00 per million tokens, about 4 to 5 US cents per message.
For many small businesses, it’s a sensible first AI agent. For others, the limits arrive quickly: some industries can’t use it at all, it only lives in Meta’s apps, and you don’t control when it hands over. This guide covers each of those, with the numbers.
What is Meta Business Agent?
Meta Business Agent is Meta’s own AI agent for answering customers in chat. It replies in a business’s name, trained on that business’s information, inside WhatsApp, Messenger and Instagram.
It exists in two forms:
- The self-serve agent. Built into the WhatsApp Business app and Meta’s other business tools. An owner turns it on from the Tools menu, and it learns from the business’s Facebook Page, past chats, website, catalogs and price lists.
- The Meta Business Agent Platform. For larger businesses on the WhatsApp Business Platform. Developers configure it through APIs, connect it to their own systems and pay per token. Meta dates the platform’s launch to 1 July 2026.
It isn’t new, exactly. Meta spent “nearly two years testing AI agents in WhatsApp Business for customer support in countries like India and Mexico,” TechCrunch reported. The June 2026 announcement from Meta gave it its current name, took it global and added the enterprise platform. India followed on 7 July 2026, according to The Economic Times.

What can Meta Business Agent do?
Meta Business Agent can answer questions, recommend products, book appointments, qualify leads and hand a chat to a person. On the platform version, it can also call your systems to look things up or take actions.
Meta’s capabilities documentation groups the platform’s features like this:
- Knowledge. You feed it business info (payment methods, shipping, return policies), question-and-answer pairs, files and website URLs it crawls on a schedule.
- Instructions. Written guidance for tone, priorities and brand voice, plus instructions for when to send buttons and other interactive components.
- Connectors. Your own APIs, defined by a base URL, authentication and the operations the agent may call. Meta’s examples include checking order status, product availability and appointment slots, or confirming a payment.
- Agent events. Your backend posts an event, such as a shipping status change, and the agent tells the customer.
- Handoff and thread control. The agent passes a conversation to your team, and your app can take control and later give it back.
- Languages. It detects each customer’s language and replies in it, with no fixed list. Meta notes that “English has the strongest response quality.”
- Testing. Agent Test sends free test messages, and Agent Eval scores responses across test scenarios before you go live.
The app version is simpler. Owners can rewrite an answer they don’t like, choose whether the agent responds to everyone, only new customers or only people arriving from ads, and name topics it should always pass back to them.
How much does Meta Business Agent cost?
The app version is free up to a monthly allowance. The platform version costs $2.00 per million tokens, which Meta estimates at 4 to 5 US cents per message.
In the WhatsApp Business app
Meta says the agent “is free to use each month up to an included allowance, with more responses available through Meta One plans.” Meta One launched on 15 September 2026, with business tiers from $14.99 a month (Essential) through $49.99 (Advanced), $149 (Expert) and $499 (Max). Each tier adds more agent capacity.
Meta hasn’t published the size of the free allowance or how many responses each tier adds. So you can’t cost it in advance. You can only watch it.
On the WhatsApp Business Platform
Meta’s pricing documentation sets out the terms:
- Rate: one global rate of $2.00 per million tokens, effective 1 August 2026 at 12pm PT.
- What it covers: both the AI processing and the message delivery, in one charge. Meta counts input and output tokens only, not cached tokens.
- When it’s charged: per delivered message.
- Typical cost: Meta says one message typically consumes about 20,000 to 25,000 tokens, or about 4 to 5 cents.
- Free windows: none. Meta Business Agent messages are charged even inside the 72-hour free entry point window that makes other replies free.
- Who pays: Meta bills the business directly, including businesses that reach WhatsApp through a Solution Provider. You pay by a monthly-invoiced credit line (for eligible businesses) or, since 8 September 2026, a Visa or Mastercard card. Without a payment method, the agent’s messages aren’t delivered.
Meta’s own examples show how that adds up per conversation:

One more cost sits next to it. When the agent hands a chat to your team, your people’s replies are ordinary service messages. From 1 October 2026, Meta charges for those too. Our guide to WhatsApp service message pricing has the rates by market.
Is Meta Business Agent cheaper than a third-party AI agent?
Sometimes. It depends on how complex your conversations are and how many messages each one takes.
Meta published its own comparison for 1,000 AI replies to customers in Brazil:

Read it with Meta’s caveats attached. Meta calls it “not an apples-to-apples comparison.” Its third-party estimates are “based on publicly available information and benchmarks,” not quotes from named vendors. It also uses Brazil’s delivery rate, which is higher than India’s and lower than Europe’s.
Notice the first row, too. On Meta’s own numbers, a simpler third-party setup costs less per message than Meta Business Agent.
The fairer unit is cost per resolved conversation. Per-message pricing rewards agents that answer in one complete reply and punishes ones that chat. An agent that takes ten messages to finish a return costs two and a half times as much as one that takes four, even at the same rate per message. When you compare vendors, take a week of real conversations and work out:
- How many messages a resolved conversation takes.
- How many conversations the agent resolves without a person.
- What the handed-over conversations cost in your team’s time and in service messages.
What are Meta Business Agent’s limits?
The limits fall into three groups: who can use it, where it can reach and how much control you get.
Who can’t use it
Meta’s eligibility rules for the platform version support “all verticals except Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs, and matrimony services.” A bank, a lender, an insurer, a clinic or a pharmacy can’t put it on their WhatsApp number today.
The number also has to be on the WhatsApp Business Platform, be in good standing, belong to a verified business based in an authorized country and not already run another AI agent. The documentation doesn’t list the authorized countries. It points businesses to an eligibility endpoint to check a specific number.
Where it can reach
It works in WhatsApp, Messenger and Instagram. Meta’s documentation doesn’t describe email, phone calls or a helpdesk ticket queue, so the questions customers send by those routes need another answer.
It also only responds. Its messages are non-template, so they can only go out inside a customer’s 24-hour service window. Order updates after the window closes, payment reminders and other outreach still need approved templates, sent by you.
Actions depend on connectors you build. Meta’s announcement mentions integrations with “hundreds of systems like Shopify, Zendesk, and Shopee.” But the developer documentation describes connectors as your own APIs. Refunds, cancellations or address changes happen only if someone builds and maintains those operations.
How much control you get
The biggest trade-off is handoff. On the platform, the agent hands over when it detects low confidence, an integrity violation or a request for a person, and Meta states plainly: “You do not configure the triggers.” You can change the message sent before handoff, and your app can take over at any time. But you can’t tell it to always hand over refund disputes above a set value, for example.
Language quality is uneven by Meta’s own account, with English the strongest.
When is Meta Business Agent enough?
Meta Business Agent is enough when your conversations are mostly questions your website and catalog already answer, and they all happen on WhatsApp, Messenger or Instagram.
A few profiles fit well:
- A small shop on the WhatsApp Business app that gets asked about hours, prices, stock and delivery, and wants those answered at 11pm without hiring anyone.
- A restaurant or salon that mostly books tables or appointments, where one booking connector covers most of the value.
- A brand running Click to WhatsApp ads that wants product questions answered and leads qualified before a salesperson steps in.
If that’s you, the self-serve version is a low-risk way to learn what customers actually ask. Honestly, for a five-person business on the app, a separate AI platform is usually more than you need.
When do you need more than Meta Business Agent?
You need more when your support work is regulated, spread across channels or dependent on actions in several back-office systems.
The signs are usually clear:
- You’re in an excluded vertical. Fintech, lending, insurance and healthcare teams can’t use the platform version at all.
- Customers reach you by email and phone as well as WhatsApp. A WhatsApp-only agent leaves those queues to your team, and a customer who writes on WhatsApp and then calls starts from scratch.
- Resolution depends on write actions. Cancelling an order, starting a refund or changing a delivery address means connecting order, payment and ticketing systems, then keeping those connectors working.
- You need to decide when a human steps in. Teams with compliance rules or high-value customers usually want to set escalation rules themselves.

A third-party AI agent is still allowed for customer support on WhatsApp. Meta’s terms, in force since 15 January 2026, bar AI providers whose main product is a general-purpose assistant, not businesses using AI to support their own customers. Can Meta Business Agent be used by banks or healthcare companies?
Not on the WhatsApp Business Platform today. Meta's developer eligibility rules support every vertical except finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services. The account also needs a valid business category, good standing, business verification and a base in an authorized country. Businesses in excluded verticals can still use a third-party AI agent for customer support on the platform.
Does Meta Business Agent work with Shopify and Zendesk?
Meta names Shopify, Zendesk and Shopee as examples of systems the Meta Business Agent Platform integrates with. In the developer documentation, connectors are defined by you: you give the agent your API's base URL, authentication and the operations it may call. Plan on some engineering work, or a Solution Partner, to connect order data, ticketing or booking systems before the agent can act on them.
Can I use Meta Business Agent and another AI agent on the same WhatsApp number?
No. Meta's eligibility rules say a number must not already be running another AI agent, and an active authorized-agent integration blocks Meta Business Agent on that number. You also can't use it on a number registered in the WhatsApp Business app if you want the platform version, because the platform requires a number on the WhatsApp Business Platform.
How does Meta Business Agent hand a conversation to a human?
The agent starts a handoff by itself when it detects low confidence, an integrity issue or a customer asking for a person, and Meta says you do not configure those triggers. You can replace the message sent before handoff. Your app takes over through Thread Control by sending a message, then releases the chat back to the agent.
