# WhatsApp Suppression List: Numbers Robylon Will Not Message

Robylon keeps a suppression list of phone numbers that Meta would reject, including customers who turned off your marketing messages, and skips them in campaigns and workflows before the message is sent.

The suppression list is the set of phone numbers Robylon will not send WhatsApp templates to, because Meta would reject the message. Robylon builds it automatically from Meta's responses, and checks it before a campaign or workflow sends. A suppressed number is skipped, so no message is sent and nothing is charged for it.

There is one list per workspace, covering every WhatsApp number you send from. It contains phone numbers, not contacts, so a customer is suppressed wherever that number appears.

## Why a number is suppressed

Each entry has a reason, which decides which templates it blocks and when it ends.

| Reason | When it is added | Blocks | Ends |
| --- | --- | --- | --- |
| Opted out of marketing | The customer turned off marketing messages from your business in WhatsApp. Meta reports it, or rejects a send with error 131050. | Marketing templates | When the customer turns your marketing messages back on in WhatsApp. |
| Meta experiment | Meta held the message back as part of an experiment (error 130472). | Marketing templates | After 90 days, or as soon as the customer messages you. |
| Not on WhatsApp | The number is not on WhatsApp, or the customer cannot receive messages yet (error 131026). | Every template | After 90 days, or as soon as the customer messages you. |
| Blocked by your business | Someone on your team blocked the customer on WhatsApp, or Meta reports the number is blocked (error 130403). | Every template | When you unblock the customer. |

The error codes are Meta's ([Meta: WhatsApp error codes](https://developers.facebook.com/docs/whatsapp/cloud-api/support/error-codes)). To block or unblock a customer, see [Blocking a customer](https://www.robylon.ai/docs/inbox/unified-inbox#blocking-a-customer).

Meta also limits how many marketing messages one person receives from all businesses (errors 131049 and 131048). Robylon records these, but does not suppress the number, because the limit lifts on its own. Meta suggests waiting at least 24 hours before sending that person another marketing message.

## What a suppressed number still receives

Utility and authentication templates still reach a number that has opted out of marketing or is in a Meta experiment. Only Not on WhatsApp and Blocked by your business stop every template.

## Where the list is checked

Robylon checks the list before sending in two places:

* **Campaigns:** every batch of recipients is checked just before it is sent. Suppressed recipients are marked **Suppressed** and skipped.
* **The WhatsApp Template step in workflows:** a suppressed recipient is skipped, and the step leaves through its **Skipped** exit: nothing was sent, and it is not counted as a failure.

The list is not checked for templates sent any other way: from the inbox, by other workflow steps, through the API or a webhook, or by a voice agent. Meta still rejects those messages if the number is opted out or not on WhatsApp. Customers you blocked are still stopped from the inbox, the API and webhooks, because those check the block. A voice agent's WhatsApp message is not checked for either.

## See suppressed numbers

There is no page that lists every suppressed number. You see them where they affect a send:

* **Before a campaign:** when you choose the audience, **Who This Will Reach** shows **Contacts in audience**, **Invalid numbers**, **Duplicates**, **Suppressed** and **Will be sent to**. The list is checked again at the moment of sending, so the final number can change.
* **After a campaign:** open the campaign and click **View Recipients**. Filter by **Status** → **Suppressed**, then by **Suppression reason**. The CSV from **Export CSV** shows the **Suppressed** status but not the reason.

In the recipient list, a customer who opted out of your marketing shows the reason **User blocked business**.

## How the list stays up to date

The list maintains itself, so there is nothing to set up or clean. Robylon adds a number as soon as Meta reports a reason, and takes it off when that reason ends, for example when a customer turns your marketing messages back on or messages you again.

<Tip>
If a customer asks in a chat not to be messaged again, block them on WhatsApp from the conversation. They are added to the list straight away, for every template. See [Blocking a customer](https://www.robylon.ai/docs/inbox/unified-inbox#blocking-a-customer).
